EDIT - Apollo Vredestein B.V. is a Netherlands-based tire manufacturer. Since 2009, it is owned by Apollo Tyres Ltd of India. Apollo Vredestein B.V. has its head office in Amsterdam, Netherlands, and its production facility in Enschede.
So Apollo is Indian. I might have more faith in Chinese than Indian. But Dutch is fine.

Agree on this, they call those cheap tyres ditchfinders for a reason. They also wear faster than premium tyres, have more road noise, and shit in the wet. In my experience, budget tyres provide just enough grip in the dry... but very little in the wet.
Shop around, prices vary dramatically.

I'm sure there can be dodgy tyres as part worn. However I know a tyre dealer near me that does part worn and warranties them. That is as well as selling new ones.
If it was me and my family in car I'd much rather by part worn reputable make than cheap ditch finders that you're planning. But it's your life to make those choices.

You may be getting confused with retreads here which used to be a lot more common than now though possibly still used on lorries and the like?

The tyre tread must span 3/4 across the tyre’s surface and around the entire circumference of the tyre.
However, a staggering 97% of part worn tyres are sold illegally. With those odds, you’ll have a hard time finding a part worn tyre that is not breaking the law, and even then, it might still just be passing the minimum requirements. We really don’t think it’s worth the risk!
