Seemingly the pedal was normal, but pressing didn't do anything.
Never worked on a modern hybrid cars braking system, do they still have the split line hydraulic system, with the pedal connected directly to the master cylinder?

In this 'detailed report ' what advice do they give to their drivers in order to "reduce instances"? Find another job? Don't drive...ever? I suppose a trolley boy at the supermarket would be beyond their scope too, too many decisions to make about which way to turn.
