So Apollo is Indian. I might have more faith in Chinese than Indian. But Dutch is fine.

The price of 'premium brand tyres' have come down dramatically over the last few years, I assume its because of all these budget tyres that have flooded the market place.
For the sake of an extra £20 per tyre, as Gel said, is it worth putting yourself and your families life at risk for that?
In my experience, budget tyres provide just enough grip in the dry... but very little in the wet.
Shop around, prices vary dramatically.
Black circles website do some good deals.
Agree on this, they call those cheap tyres ditchfinders for a reason. They also wear faster than premium tyres, have more road noise, and shit in the wet. Braking distance is also longer.

Yes, Vredstein are too expensive for me.

Looking like Apollo, or Lassa tyres.

I'm sure there can be dodgy tyres as part worn. However I know a tyre dealer near me that does part worn and warranties them. That is as well as selling new ones.

If it was me and my family in car I'd much rather by part worn reputable make than cheap ditch finders that you're planning. But it's your life to make those choices.

Is it true that part worn tyres need to have a branding on the side saying part worn?

You may be getting confused with retreads here which used to be a lot more common than now though possibly still used on lorries and the like?

Part Worn tyres must meet certain requirements, including:

A tyre that has been retreaded needs the relevant British Standard mark ‘BS AU 144E’
‘Part worn’ must be printed on the side of the tyre permanently and legibly in 4mm high lettering.
The tyre tread must span 3/4 across the tyre’s surface and around the entire circumference of the tyre.

However, a staggering 97% of part worn tyres are sold illegally. With those odds, you’ll have a hard time finding a part worn tyre that is not breaking the law, and even then, it might still just be passing the minimum requirements. We really don’t think it’s worth the risk!
