I am hoping you can help with this.
Are ball joints considered wear and tear? Are they covered under extended warranty?
The dealer observations include:
N/S/F lower arm boot is split and O/S/F is cracking advise new lower arms
N/S/F drop link upper boot is split, advise new drop link.
I would really appreciate some advise on this.

I can’t give you a definitive answer but I expect someone with more mechanical knowledge will be able to make more sense than me.
I assume that wear would be based on the age of the vehicle and the mileage it has covered.
Damage to the "boots" would be unpredictable due to the nature of their function and position on the car.

Within the 3 year manufacturers warranty - the ball joints are expected to last 3 years or 60000 miles , whichever comes firest.
After this , a ball joint is considered a wear item as it will age
However - you mention boots , which are dust covers for items , and as well as an MOT failure , they are also considered a wear item through age.
If this were not the case - then the manufacturer would offer an unlimited age/mileage warranty which is pretty much unheared of.
