1.5dci engine fault

Hi
I have a qashqai 1.5 dci on a 57 plate.
The car had been running fine, we went to the shops came out and the car would start but would not rev so we had to be recovered.
Took it to my local garage and found that it needed a new ear valve and turbo, after many weeks of trying different sensors etc the car would run and drive but only in limp mode. After driving it for a few miles the engine management light came on and the car drove normally until it was parked up for half an hour and the the same again?
By accident they found that if they left the vacuum pipe off to the waste gate on the turbo the car would drive normally but obviously no turbo boost as the wastegate valve is shut all the time.
Does anyone know if when the air pipe is connected should the waste gate be open or closed as soon as we connect the air pipe the gate goes into the closed position. Is this right or could we possibly have a faulty turbo?
