rear seat passengers

Hi just a query just been informed by busy body neighbour that if your rear seat passengers are not wearing there seatbelts that the driver is responsible for the fine andpoints anyone no if this is the case

It's the drivers responsibility to ensure passengers under the age of 14 wear a seatbelt.
Passengers over the age of 14 will pay the fine, Driver will be fined for passengers under the age of 14.

Maximum fine of £500, but no points are issued for this offence
