I was always told that it isnt the french law that you must carry spare lamps, its that its illegal to have faulty lamps on your car. As such carrying spares is a good idea so you can avoid a fine. i agree , 'real-life' tests are better than generic odd tests - there used to be a tv show in the uk which had a test where by the car, from a 50mph rolling start, had to overtake a truck also rolling at 50mph , and get back in safely within a certain time.
